From 2004 to 2008, the number of federal law enforcement officers with arrest and firearms authority grew by 14%, or about 15,000 officers. According to the Bureau of Justice Statistics' latest (2008) Census of Federal Law Enforcement Officers, the combined federal government agencies employ about 120,000 full-time law enforcement officers who are authorized to carry firearms and make arrests. The Brady Handgun Violence Prevention Act also creates a prohibited-possessor status upon a finding based on reasonable cause to believe, after a hearing with notice and an opportunity to participate, that an individual is a credible threat to the safety of an intimate partner or child.28 An exception to the act exists whereby the prohibited possessor status does not extend to the United States or any department or agency thereof or any state or department, agency, or political subdivision thereof or for military training or competitions.29 The extent of this exception and whether it applies to individuals has yet to be fully determined.
